Security Scan Workflow Addition

This PR adds a security scan workflow to the repository.

Changes:

• Added .github/workflows/security_scan_repo.yml workflow file
• Workflow runs on push to main branches and weekly schedule
• Uses the centralized security scan workflow from ZeroGachis/.github

Workflow Details:

• Triggers: Push to main/master/develop/tools/release branches, weekly on Mondays at 10:00
• Permissions: Read contents, write pull requests, write security events, write checks, read actions
• Job: Uses reusable workflow from ZeroGachis/.github with inherited secrets
