This PR adds topocentric CRS support with a widget for setting the origin of the projection.
Topocentric CRS is constructed automatically upon detecting a compatibible CRS and a CRS button gets a menu for setting the origin.
CRS is extended for checking if it is a topocentric compatible CRS with an option for creating one. Topocentric CRS is constructed with Lat and Lon values in degrees from the base CRS (usually geocentric).
