This updates admin/vumark_template.svg to match the VuMark template fixture from vws-web-tools. The previous placeholder SVG could upload with a Failed status and not receive a target ID, while this template is the known-good one used by the VuMark tooling. No Python code changed; admin/create_secrets_files.py already points at this file.
