Add copy invoice public URL action

Summary

• add a copy action on the invoice read page for the backend-supported public /public invoice PDF URL
• surface the invoice-specific public-link config from InvoiceRead.jsx and render the action only when present
• show a success toast after copying the link to the clipboard

Validation

• npm run build (blocked: frontend dependencies are not installed in this checkout, so vite was not found)

Notes

• This is a manual session, but only github-app-api is available here; PR attribution may therefore appear under the bot identity instead of the launching user.
