The tech lef has a single pitch per layer. Why is this changed to differ by direction?

My understand is that LEF only supports one pitch per layer. The LEF file matches the minimum pitch per direction.

IHP is using 0.48 x 3.76 for standardcell placement. So, with this change all tracks align with the standard cell placement.
