This updates the vpat file to follow the current status of the tagging project. The compilation should at best be done with lualatex-dev. There is a small patch in the file to handle a bug I just discovered, it can be removed with the next release.
The footnotes from the longtables are currently on the Document level, this will improve with the next release too.
