fix: update GitHub issue templates for Intent CLI

🎯 Changes

Fixes stale GitHub issue template references that were copied from other TanStack repos.

• Replaced TanStack Agents and TanStack/pacer references with TanStack Intent
• Updated issue/discussion links and the npm badge to point to @tanstack/intent
• Replaced the irrelevant framework field with Runtime and version plus Package manager and version
• Reworked the reproducible example guidance for a CLI tool and removed the broken examples link
