feat: add collector file service for downloading collectors - BED-8316

Description

This change uses the new FileService to replace the existing functionality on the file service to use the new FileService for collector download.

Motivation and Context

Resolves BED-8316

How Has This Been Tested?

This was tested by running the application, and ensuring the collectors could be downloaded. In addition, new tests were added.
