Add P0 workplan bugs/tasks for MCP wrapper debug issues

Description

Add P0 follow-up planning items from MCP debug findings by updating /SPECS/Workplan.md:

• New bug tracker entries: BUG-T5, BUG-T6, BUG-T7
• New implementation tasks: FU-P13-T7, FU-P13-T8, FU-P13-T9
• Ensure new tasks are selectable by scripts/pick_next_task.py --list
