Updates our composer files to point to the latest version of BuildTools, which in turn has a new, more circumspect version of secure-vendor-dir.php
@Oldiesmann, if merging this PR doesn't automatically remove unwanted index.php files in subdirectories of the vendor directory, thereby solving the problem you were having when running PHP-CS-Fixer, then just run the following on the command line from the base directory of your working tree:
