Enable Dependabot to update third_party/wifi_sdk and third_party/simplicity_sdk submodules on release_2.8-1.5.

  • Dependabot configuration (.github/dependabot.yml):
    • gitsubmodule (release branch): Add third_party/wifi_sdk and third_party/simplicity_sdk to allow list for updates targeting release_2.8-1.5.
