This PR updates the agent guidelines to document where dependency/toolchain versions are defined across the repository (CMake/Conan/Qt/CI/DevContainer), making it easier to locate and keep build inputs consistent.
Changes:
- Add a “Project Dependencies” section enumerating where to find versions for C++/Qt/Conan/submodules.
- Add a “Build Infrastructure Versions” section pointing to CI/DevContainer/bootstrap sources of truth.
- Add notes clarifying desktop vs WASM differences (SQL + tests).
