Adds workflow to automatically add issues and PRs to the project board.

  • Issues: Added when opened
  • PRs without linked issues: Added when opened
  • PRs with linked issues: Not added (the linked issue is tracked instead)

Uses the reusable workflow from RequestNetwork/.github.
