wrapper.tcl: allow cmdentry (Window Command Entry) to be enabled (by default)

I know this has been sitting around for a while, but I have not had a chance to confirm that the command entry window works as I expect it to. However, from recent tests I think it's fine and will merge this code. I needed to add another change to the script which checks if the variable exists, otherwise it tries to override any setting when the window is created. But it should work now.
