[bsp][infineon] fix the type of rtc_alarm_callback in drv_rtc

测试rtc发现编译报错：

1. rtc_alarm_callback在初始化调用前没有声明
2. 函数类型与infineon底层实现要求的类型不一样，无法使用
3. 缺少一个#endif

1. 初始化前增加声明
2. 修改函数类型使它符合要求
3. 补充#endif
