rt_critical_level 之前是非线程安全的，rt_critical_level 也只有在debug的时候才使用。
rt_enter_critical 使用原子操作在硬件支持的情况下可以减少开关中断

• 使用RT_USING_HW_ATOMIC和RT_USING_STDC_ATOMIC宏识别当前支持原子操作,进而使用原子操作函数.不支持的保留逻辑

• 使用RT_USING_HW_ATOMIC和RT_USING_STDC_ATOMIC宏识别当前支持原子操作,进而使用原子操作函数.不支持的保留逻辑

之前是这样做的，但是后来感觉没有必要增加复杂逻辑了。 单核cpu原子操作和开关中断效果一样，可以同时共存
