Fixed: #10517

object->name存在以下两个问题：

• 缓冲区溢出问题：直接使用RT_NAME_MAX作为拷贝长度，可能会引发字符串拷贝边界问题，使用strncpy并不会主动在末尾补'\0'
• 空指针未处理问题：当name参数为NULL时，直接调用rt_strncpy，可能引发内存访问异常

已给出修复方案并提交测试用例，并且测试通过
