ROCM-24875: upstream manylinux_2_28 no longer ships cp313-cp313t, so remove it from the release/2.9 manywheel Dockerfile and generated Linux wheel build matrix. Also align Triton and vLLM wheel workflows with the upstream PyTorch/test-infra fix.

Drop the workflow and generated matrix changes from the ROCM-24875 backport so the PR only updates the manylinux Dockerfile that fails on the missing cp313-cp313t path.
