Workflow and CI updates

A significant update to the workflow setup for the repo. This streamlines the use of nox to work locally as well as in the CI.

• nox sessions lint, test, and dev are now the primary tools used locally
• Dependency management is cleaner with a single constraint file from pip-compile
• Dropping MacOS from the CI matrix unless needed in the future
