Updates stage-one validation sanity bounds to match the current 1.110.7 data build:\n\n- raises the broad person-poverty smoke-test cap from 30% to 35% for enhanced and sparse CPS; current build is about 30.25% in 2024, still below the corruption guardrail\n- raises the broad total liquid-assets ceiling from T to T; current build is about .2T while the distribution checks still pass\n\nLocal check:
