What

  • Replace placeholder README with enterprise-grade documentation:
    • Command Center usage instructions (how to open, refresh, configure webhooks)
    • Dashboard file inventory table
    • Data architecture diagram (GitHub Actions → Power Automate → Excel)
    • Benchmark 2030 KPI targets table (Q1 2026 vs 2030)
    • ADR table (Excel over Grafana, Power Automate webhooks, France Central)
    • Compliance section (EU AI Act, GDPR, S11)
  • Fix LICENSE copyright: was 'SILENCE.OBJECTS', corrected to 'Patternslab-ecosystem'

Why

  • GitHub Org Enterprise Makeover — Faza G: RESEARCH README + LICENSE consistency
  • RESEARCH is the Benchmark 2030 Command Center — needs clear how-to docs
  • LICENSE copyright inconsistency with CORE (which already says 'Patternslab-ecosystem')
