…nd `pyshp` - Restrict `numpy` to `<2.0`, `salib` to `<1.5.1`, and `pyshp` to `<3.0` for compatibility purposes - relates to #1203 in case of pyshp
- Pin `python` to `<3.14` to enforce compatibility restrictions - Add comments clarifying version constraints for `numpy`, `salib`, and `pyshp` - Define additional constraints for `qgis` feature dependencies using `numpy<2.0`
