Fixed the position of the "More" button in the "Social and Recreational Management" landing page, which is inconsistent with the Figma design.

This frontend PR is related to the 1968 backend PR.

Main changes explained:

Moved the "More" button to the top-left; earlier, it was positioned in the top-right.

How to test:

1. Check into the current branch
2. Do npm install and npm run start:local to run this PR locally
3. Clear site data/cache
4. log as admin user
5. Go to http://localhost:5173/communityportal/reports/participation
6. Verify that the "More" button is positioned correctly and works as expected during interaction.
