yeah I initially wanted to like wrap OffsetConfig538 with the api here but yeah idk no point in doing that really

Allows easily adding paper support to the config command once I get around to that. Most code will be in common which is yayyy fun :D
…t of singleplayer, telemetry, config command works in singleplayer without cheats, api for getting minecraft version, api for checking if running on dedicated server, api to send messages to admins as they join, api for running code on client init finished, option to run runnable on config value set using config command, probably other stuff I'm forgetting Too much work to separate all these things, and I really need to get stuff committed before leaving
doesn't actually launch yet as jankson and offsetconfig arent included in the built jar. will be adding shodow plugin next, but want a commit with a somewhat working buildsystem before I tear it down again while trying to integrate shadow 😅
