Allows whatever key is bound to +menu_context to be used, instead of using the hardcoded key C (Note: Falls back to KEY_C if nothing is bound to +menu_context)

Uses whatever key is bound to +menu_context for interacting with the weather controller, and slightly updated the localization files to reflect the change
