This custom validator will allow for setting a field to required, but only when another field doesn't exist. The intention is to use it with the `capacity` field for `VenueEditForm` so that users aren't required to enter a value when marking the venue as deleted.
This is a first step. The process main need to be altered once the real claim process is in place. There should also be a way to undelete a deleted venue.
Once a venue has been flagged as deleted, people shouldn't be able to request it.

This still uses the immediate claiming process, but I wanted to get this PR submitted because I keep forgetting about the branch.
