Description
This PR adds three modules:
RawPrimitiveERIscomputes the unnormalized, decontracted ERIs.PrimitiveNormalizationcomputes the normalized contraction coefficients.PrimitiveContractorcontracts the ERIs fromRawPrimitiveERIswith the coefficients fromPrimitiveNormalization.This PR also does some minor refactoring to make the harness for calling Libint easier to use from other modules.
