CCM-15446 Add request_item_plan_read_status_smsnudge view

Description

Add request_item_plan_read_status_smsnudge view.

Context

Due to performance issues with PowerBi performing joins on tables/views, a new view has been created with extra information. This removes the need for PowerBi to perform any joins.

Test evidence

View deployed to the Int environment in reporting nonprod.
