Pkg update

• Added some basic testing to ensure the package can be imported.
• Added necessary dependencies to pyproject.toml
• Linted
• Fixed deprecation warnings
• Added error handling for when /glade not mounted

There shouldn't be any breaking changes made.

This update was necessary before rda-python-metrics problems can be fixed.
