Older versions of caramel did not add the critical=True section as is required by modern tools. This script is a blatant violation of some principial decisions, like keeping the serial number and timestamp of the original cert, but re-doing the signature with the proper extensions marked as critical. Issue: https://gitlab.com/ModioAB/agile/-/issues/2612
This migrates the code to use more modern packaging setup

Packaging related changes, removing setup.py from the workflow
