Adds .NET 9 as target and moves the test/docs/actions to it. Fixes compile on Linux due to phys/Phys folder conflicts and includes the settings stuff we discussed on Discord a while back.
Also has changes to ExtendedIO that reduce (hidden) exception spam that still causes some slowdowns.
