chore: Replace Prettier with Oxfmt

This replaces Prettier with Oxfmt, a much faster Rust-based alternative for Prettier which uses mostly the same formatting. This includes:

• Running Oxfmt independently from ESLint, and disabling Prettier in the ESLint configuration.
• Using Oxfmt for sorting imports, instead of import-x/order.
