Overview
Bumps @arethetypeswrong/cli from 0.15.x to 0.18.2 and refreshes yarn.lock (new transitive deps such as @loaderkit/resolve, updated typescript used by attw’s core, removal of ts-expose-internals-conditionally).

Updates the test script so attw --pack targets the current package explicitly: attw --pack . instead of attw --pack, matching stricter CLI behavior in the newer release.
