ci: Replace Patroll tokens with get-token action

Explanation

This replaces the following Patroll-managed tokens with a token obtained using the get-token action:

• CORE_CREATE_UPDATE_ISSUES_TOKEN
• UPDATE_CHANGELOG_TOKEN

In addition I had to update the create-update-issues script to support running separately for extension and mobile, since we can only create a token for one of the repositories at a time.
