Add MPEG-2 and H.263 encoder flags across FFmpeg cmake config: enable --enable-encoder=mpeg2video,h263,h263p in the general configure list; add mpeg2_vaapi for LIBVA builds and mpeg2_qsv for Windows QSV builds; and enable h263_v4l2m2m alongside h264_v4l2m2m for v4l2_m2m on Unix/FreeBSD. This expands codec support for hardware/software backends to allow building FFmpeg with MPEG-2 and H.263 encoders enabled.
