Rationale
Cases are passed through several review steps (not necessarily predictable) before being reviewed and final submission by vets. The vets need to know who reviewed each data record. Allowing records to be submitted for review without performedby being filled in but enforcing performedby on final submission will accomplish this workflow. This PR globally makes performedby not required until final submission.
