Rationale

  • Ticket 53372: Slow loading when reviewing cases.
  • Ensure Case can't be set to draft once it is active or in review.
  • Add bulk end flags

Changes

  • Update cases trigger to not allow case being set back to draft
  • Update cases store validation
  • Add bulk end to flags dataset
