fix(pkg): disable binary stripping in rpm spec to fix cross-architecture rpmbuild

This PR disables binary stripping and debuginfo package generation in the dynamically generated RPM spec file. This fixes failures when rpmbuild attempts to strip cross-compiled target binaries (e.g. arm64) using the host runner's strip utility (e.g. x86_64).
