Description

Config updates for Acorn/WCOSS2. No changes to common configs. repos/builtin/ update has updated harfbuzz & pango package.py's (ensures harfbuzz is built with gobject so pango build doesn't fail).
This PR also fixes setup.sh so that it can be fully run from outside of the spack-stack directory structure.

Acorn, WCOSS2; all are affected by setup.sh modification

Testing

  • CI: Note whether the automatic tests (GitHub actions tests that run automatically for every commit) pass or not
    • GitHub actions CI tests pass
  • Additional testing: Add information on any additional tests conducted
    • modifications were tested on top of develop by installing all acorn deployments
    • concretization+validation verified on top of release/2.0 (this branch) on acorn
