Description
This PR adds the reference NetCDF file required for the new
ufo_function_SymmCldImpactctest introduced in JCSDA-internal/ufo#4148. The fileabi_g16_obs_2018041500_m_symobserr_out.nc4contains the reference observation error values for the ABI G16 instrument computed using theSymmCldImpactobsfunction with the Harnish et al. (2016)formulation for channels 8, 9, 10, and 13.
