What
Separates the pipenet render rewrite from #2304 and integrates it with the old pipe code.
Outcome
Reduced use of CCL.
New (hopefully) more robust rendering code for pipes
Potential for removing use of CCL from covers entirely, and machines as well, in a separate pr.
Potential Compatibility Issues
Several API points not related to pipe rendering were changed, but changes were kept as minimal as possible while allowing the render rewrite to be ported properly.
