W3 NVIDIA Ansel Camera Mod V1

First public release.
Needs to be injected during runtime. I personally wrote a loader in python but I'll leave that as an exercise to the user.
Once injected it will patch 1 jmp location in witcher3.exe and two comparison/jmp locations in NvCamera64.dll and then unload.
