Simplified a bunch of CMake code which was there for compatibility with older versions.
Combine the cmake-3.16.3 minimum bump (and accompanying simplifications) with master's switch to the modern FindPython3 module. Conflicts in CMakeLists.txt and gum/CMakeLists.txt resolved by keeping the 3.16.3 minimum and master's find_package(Python3 ...) approach. Bumped ScannerBit/python/cmake/boost_python_install.cmake to 3.16.3 for consistency. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
