ci: add Pangea4 docker build

Pangea 4 Docker Build

Adding one new build to emulate Pangea 4 environment.

• Linked to TPLs' PR #276

Bonus

• Rename TOTAL host-config folders to TotalEnergies
• Split host-config for Pangea-3 and Pangea-4 in distinct folders
• Upgrade Pangea-4 hpcx to v2.20.0
• Remove old Pecan and Pangea-2 configuration
• Update Pangea-3 configuration to new modules: gcc/11.4.0, cuda/11.8.0, ompi/4.1.6 and openblas/0.3.18+openmp
