Description
Updates the release workflow to open a PR which can then be merged rather than creating the update directly. This aligns better with our repo permissions.
Test Steps
Tested with my fork. See #1387. NOTE: The first 3-4 commits were added by me. The AUTO commits were the workflow.
Note: The release workflow has been updated since this PR above to create the PR to a release branch
