I am adding an instruction markdown for ArchPOWER since techflash was able to package a xenon variant of that distro. I have not yet been able to test these instructions myself but it's based on chat history and previously made instructions for other distros. I checked out the doc locally using the wiki up/down procedure and it's properly formatted at least.
