This PR introduces features which makes wrapping FSDS and its Python API into a gym environment easier

Some work was done to make the python API pip install-able but I ended up making a dedicated repository. The reason I had to make as dedicated repository is I am using the git URL to point to the python source code and it is cumbersome to pip to have to pull the entire Formula-Student-Driverless-Simulator repo
Some pre-commit hooks were added
