Explanation of Change

The clipboard copy handler in ContextMenuActions.tsx had no dedicated case for RECEIPT_SCAN_FAILED actions. It fell through to the generic handler which copied the backend-stored message HTML (reportAction.message.html), which differs from the client-side translated text rendered by ReceiptScanFailedContent.tsx.

This adds a RECEIPT_SCAN_FAILED case that mirrors the display logic — it resolves the IOU action, determines canEdit and missingFields, and calls translate('violations.smartscanFailed', {canEdit, missingFields}) to produce identical text for both display and clipboard.

The clipboard copy handler had no dedicated case for RECEIPT_SCAN_FAILED
actions, so it fell through to the generic handler which copied the
backend-stored message HTML. This differed from the displayed text which
uses the client-side translation. Add a RECEIPT_SCAN_FAILED case that
mirrors the display logic from ReceiptScanFailedContent, resolving the
mismatch between what users see and what gets copied.
