Prepare to make ctsm54 datasets

Description of changes

Update paths of ctsm54 raw datasets to their /inputdata locations.

I included latest mods from #3224 because the new datasets require them.

Testing performed, if any:

• First testing make all in /glade/derecho/scratch/slevis/temp_work/ctsm5.4/mk_ctsm54_datasets/tools/mksurfdata_esmf/
  with no updates to the Makefile
• FINAL fsurdat/landuse FILE GENERATION WILL WAIT FOR
  • fixes in subset_data point: Fix --create-datm and Longitude TypeErrors #3259 and Include abm = 13 values when determining dominant abm in mksurfdata_esmf #3224 (already merged with this PR)
  • NEW abm RAW DATASET FROM The raw abm data (peak crop-fire month) should be 14 (invalid value) where crop = 0% #3302
  • creation of a tag in alpha-ctsm5.4.CMIP7 that Erik and I will agree upon

I merged #3259 and got ctsm5.3.056 with it, so I will see more changes in this PR until the 5.4 branch catches up.

PASS make all in /glade/derecho/scratch/slevis/temp_work/ctsm5.4/mk_ctsm54_datasets/tools/mksurfdata_esmf
tail surfdata_*log with the next commit included shows no failures.

FAIL test_abm_14 to confirm that the clm will accept abm ranging 1 to 14:
/glade/derecho/scratch/slevis/test_abm_14/run
Same FAIL with this 5.4 file ranging 1 to 13 /glade/work/slevis/git/mksurfdata_toolchain/tools/mksurfdata_esmf/surfdata_1.9x2.5_hist_2000_16pfts_c250617_old.nc
but PASS with default fsurdat surfdata_1.9x2.5_hist_2000_78pfts_c240908.nc (use_init_interp = .true. automatically somehow).
DO I NEED TO REPLACE THE 16pft FILES WITH 78pft? <-- testing newabm78pft file and use_init_interp = .true. PASS

• Update alpha branch to clean up the diffs: Merge master to alpha-ctsm5.4.CMIP7 #3344.
• Merge this PR to the alpha branch without making any more ctsm54 datasets.

After merging, finish checkboxes in #3302.
