Add the missing ADD policy action to the resource policy form

Description

This PR makes a small change to add the ADD policy action to the list of available actions in the resource policy form.

Instructions for Reviewers

To test this change, go to the policy creation or editing forms from either an item (Edit Item → Status → Authorizations) or from a community/collection (Edit Community/Collection → Authorization tab), and verify that you can create policies using the ADD action.
